CSF Compiled Master Profile

Last updated 16 September 2026. Rocky Mountain Prep’s twelve campuses re-run on the network’s own FY27 enrollment forecast and DPS-reported FY25-26 bases, funded ELL at CDE’s campus rates, flat enrollment and 2.0% annual base-PPR growth; Federal, Berkeley, Noel and Sunnyside are on the FY27 floor and SMART is on the floor in FY28 through FY30. Previously, 15 September 2026: Rocky Mountain Prep’s twelve campuses added on CDE’s FY26-27 counts and stored FY25-26 bases. Previously, 9 September 2026: Vega Collegiate Academy (Adams-Arapahoe 28J) added, on CDE’s FY26-27 counts and its stored FY25-26 base, flat enrollment and 2.0% annual base-PPR growth; it is on the phase-in in every year and never on the floor. Previously, 2 September 2026 — the six KIPP Colorado campuses rebuilt on KIPP’s FY25-26 actuals and DPS’s projected FY26-27 counts, on a 3.5%-then-2.0% base-PPR schedule. Formula mechanics on both legs remain in line with the reconciled CSF engine (online/EHS netting and weight caps, membership-based 1994-leg at-risk, per-pupil rural sharing, three-condition concentration).

FY27–FY32 funding projections under SB26-023 / HB25-1320. Figures mirror each school’s own analysis page at its default assumptions: FY27 reconciled to the published estimate, FY28–FY32 at flat enrollment and 2.0% annual base-PPR growth — except the six KIPP Colorado campuses, whose FY27 runs on DPS’s projected counts and whose later years use 3.5% into FY28 and 2.0% thereafter. schools.

FY27 reconciles to each school’s published estimate (CSI override applied for Academy of Arts & Knowledge). FY28–FY32 use the same model defaults as the individual school pages: flat enrollment with demographic shift and 2.0% annual base-PPR growth. The KIPP Colorado rows are the exception on two counts — their FY27 is built on DPS’s own projected pupil counts and KIPP’s actual FY25-26 total program rather than CDE’s stored figures, and their page carries a year-by-year inflation schedule starting at 3.5% in FY28.
